The report is an optional report for states to submit to the U.S. Department of Health and Human Service and is used to determine what credit, if any, a state may receive for its TANF caseload. A state must examine what changes in eligibility were made since Federal Fiscal year 1995 and estimate their positive and negative effects on the caseload.
