Legislation

The Office of General Counsel oversees and coordinates TDMH legislative responsibilities, including:

  • An annual assessment of need for any change to existing law
  • The review and analysis of bills that directly or indirectly impact TDMH and individuals with mental illness or developmental disabilities
  • Attendance at pertinent legislative committee meetings and floor sessions
  • The response to legislative inquiries
  • An annual summary of legislation of interest to service recipients and to the department.

Rules

The division oversees the process of rules development to regulate facilities and services for people with mental illness, alcohol and drug disorders, and mental retardation. A systematic administrative rules service process is used to incorporate evidence-based practices and promote stakeholder involvement in the rule making process.
