C. Status of Minority Classroom Teachers in Tennessee Report
Report submitted in support of 1989 House Joint Resolution 36 of the Tennessee General Assembly.

D. Annual Joint Report on Pre-Kindergarten Through Higher Education in Tennessee
Annual report on the status of Pre-Kindergarten through Higher Education.

A. Special Education Programs and Services, Rule
First reading to adopt by reference the Federal Regulations as the State’s Rules for the implementation of Early Intervention Programs and Services.

B. 2012 Tennessee School Bus Specifications
First reading of relevant sections from the National School Transportation Specifications manual for buses with a body build date of July 1, 2012 or later.

C. Move On When Ready Act
First reading of act that outlines a procedure that, beginning in the 20012/13 school year, allows students to graduate from high school early and enroll in a two year or four year institution of higher education provided specific requirements have been met.


IV. Action Items (Final Reading)

A. Migrant Education, Title IC, Service Delivery
Final reading of Tennessee’s plan to ensure that migratory children have full access to educational services.

B. Teacher Preparation Program Approval Cycle
Final reading of a policy to align Tennessee’s teacher training program accreditation cycle with the NCATE cycle.

C. Public Virtual Schools, Rule
Final reading of rules relative to public virtual schools promulgated in accordance with Public Chapter 492 of the Acts of 2011.

D. Isolation and Restraint Reporting, Rule
Final reading of rules relative to isolation and restraint of students receiving special education services in accordance with Public Chapter 457 of the Acts of 2011.

E. Charter Schools Funding and Enrollment, Rules
Final reading of rules relative to the funding and enrollment of students in public charter schools in accordance with Public Chapter 466 and Public Chapter 507 of the Acts of 2011.

F. High School Transition Policy
Final reading of the High School Policy clarifying end-of-course examination requirements.

G. License Denial, Suspension, and Revocation Procedure Policy
Final reading of a policy amendment adding “public reprimand” to the license action options.

H. Teacher License Actions, Rule
Final reading of a rule amendment adding “public reprimand” to the license action options.

I. Educator Preparation Units and Program/Licensure Areas
Final reading of educator preparation units and program/licensure areas approval for Southern Adventist University, Tennessee Technological University, Cumberland University, Victory University, Aquinas College, and Fisk University.
