mary beth franklyn

Mary Beth Franklyn is the Director of TennCare policy for the department, and serves as the liaison with the Bureau of TennCare, coordinates with TennCare Managed care companies assigned to provide services for DCS children, and provides support for all DCS program areas regarding TennCare matters. Franklyn is an attorney and has experience as an assistant attorney general and assistant general counsel for the Department of Health. Franklyn earned her Doctor of Jurisprudence in 1990 from the Nashville School of Law.

kristi faulkner

Kristi Faulkner currently serves as the Special Counsel for the Department of Children’s Services. In this position, she is responsible for addressing all federal cases affecting the department as well as those cases that fall under Title VII EEOC and THRC and ADA. From 2005 to 2007, she worked as the Senior Counsel of Health and Employment Law with the Tennessee Department of Children’s Services since 2005. Her primary responsibilities included supervising the employment law litigation team, handling EEOC and unemployment benefit cases, serving as the HIPAA privacy officer, training DCS attorneys on HIPAA issues, working on legislation pertinent to the Department, translating departmental documents from English to Spanish, and addressing some Human Resource issues for legal department. Ms. Faulkner has also served as an Assistant General Counsel for the Tennessee Department of Health and the Tennessee Department of Mental Health and Development Disabilities. Ms. Faulkner received her Juris Doctorate from the University of Memphis, Cecil C. Humphreys School of Law in 2001, and she graduated cum laude from Hampton University in 1994.
