The Substance Abuse Prevention and Treatment (SAPT) Block Grant requires States to make it unlawful for any manufacturer, retailer, or distributor of tobacco products to sell or distribute any such product to any individual under the age of 18; and to enforce such laws in a manner that can reasonably be expected to reduce the extent to which tobacco products are available to individuals under the age of 18.  This requirement is also known as the Synar amendment.

The Substance Abuse and Mental Health Services Administration (SAMHSA) requires States to have a tobacco retailer violation rate (RVR) of 20 percent or below.  Tennessee’s estimated RVR for FY 2015 is 8.3%, which is the lowest it has ever been!  The Annual Synar Report outlines Tennessee’s efforts to reduce the sale of tobacco products to minors.
