Meaningful Use Criteria: Core and Menu Objectives

Meaningful Use refers to a set of specified objectives that medical providers must meet in order to prove that they are using their EHR as an effective tool in their practic.

Meaningful use Stage 1 includes both a core set and a menu set of objectives that are specific to eligible professionals or eligible hospitals and CAHs. The Core set of criteria must be met and then selections are made from the additional criteria in the Menu set, considered a la carte items, from which only a subset need to be demonstrated by the provider. The criteria are established by the ONC with public input.

  • Eligible professionals (EP) must meet a total of 18 objectives:
    • 13 required core objectives
    • 5 menu objectives from a list of 10
  • Eligible hospitals (EH) and CAHs must meet a total of 17 objectives:
    • 12 required core objectives
    • 5 menu objectives from a list of 10

    • 5 menu objectives from a list of 9
  • Eligible hospitals (EH) and CAHs must meet a total of 16 objectives:
    • 11 required core objectives
    • 5 menu objectives from a list of 10

    • 3 menu objectives that they select from a total list of 6
  • Eligible hospitals and CAHs must meet a total of 19 objectives:
    • 16 core objectives
    • 3 menu objectives that they select from a total list of 6
