Clean Water

The SRF Loan Program administers Tennessee's Clean Water State Revolving Fund (CWSRF) Loan Program. The CWSRF Program was created in order to provide low-interest loans to cities, counties, utility districts, and water/wastewater authorities for the planning, design, and construction of wastewater facilities.

Drinking Water

The SRF Loan Program administers Tennessee's Drinking Water State Revolving Fund (DWSRF) Loan Program. The DWSRF Program was created in order to provide low-interest loans to cities, counties, utility districts, and water/wastewater authorities for the planning, design, and construction of drinking water facilities.

Priority Ranking

Tennessee's Priority Ranking System forms the basis for eligibility determinations and the allocation of Clean Water and Drinking Water State Revolving Fund loans through the State Revolving Fund Loan Program.

Design Phase

During the Design Phase of all State Revolving Fund (SRF) projects, the technical staff participates in a Pre-design Conference and Interim Design Conferences with the loan recipient and their consulting engineer in order to review and approve project Plans and Specifications and Addenda.

Construction Phase

During the Construction Phase of all projects, the technical and administrative staff will review and approve bid packages and disbursement/pay requests. The technical staff will review and approve Change Orders and Operation and Maintenance Manuals, participate in Pre-construction Conferences, conduct monthly Interim Construction Inspections and Final Construction Inspections, ensure that the SRF Loan Program is notified about the Initiation of Operations, and finally accept Performance Certification.
