Toxic Substances Program


The Division of Solid Waste Management’s amendments to the notification requirements of Chapter 1200-01-18, Lead-Based Paint Abatement, were filed with the Secretary of State July 6, 2020. The amendment, which will change the lead-based paint activity advanced notification from 15-days to 5-days, will be effective October 4, 2020.

The Toxic Substances Program’s objective is to prevent the release of lead-based paint, asbestos, and Polychlorinated Biphenyls (PCBs) to the environment resulting in less exposure of these substances to people, reducing potential health hazards.

Lead Hazard Reduction Program

The Toxic Substances Program provides information regarding the requirements for obtaining individual and firm lead-based paint (LBP) certification as well as guidelines for properly conducting LBP activities.

Asbestos Program

Local education agencies must comply with the Asbestos Hazard Emergency Response Act. Search our database of accredited firms and professionals.

Polychlorinated Biphenyls Program

Electrical utilities, industries, scrap metal facilities, and other businesses must follow strict rules to use, store, dispose of, and manage PCB containing equipment.

Lead Abatement Certification

Anyone  engaged in lead-based paint (LBP) activities in "target housing" and "child-occupied facilities" must be certified.

Asbestos Accreditations

Anyone who performs asbestos activities in schools or public and commercial buildings must be accredited by the State.

Asbestos and Lead-Based Paint Regulations

The TN Secretary of State's website hosts the effective rules for the absestos and lead paint programs, while the PCB program is governed by the Federal CFR.
